The central government and the opposition are once again face-to-face with this bill. More than 10 parties of opposition were together on this issue with the Aam Aadmi Party government of Delhi. But the bill could not be stopped in the Rajya Sabha.

What is the bill? What effect will this have on Delhiites? Before its discussion, there are some basic things related to Delhi, which are important to know.

Was Delhi ever a state?

Now when the Delhi government and the central government are fighting among themselves on the question of ‘Boss of Delhi’, it becomes even more important that the history of Delhi be understood.

The point is in the year 1952 when Delhi was a state. The same year elections were held for 48 assembly seats. After that, in the year 1956, it was made a union territory.

Then in 1991, some more changes took place and Delhi did not get full state status but got special status.

The Constitution of India was amended by the 69th and Delhi got the status of National Capital Territory. For this, the GNCTD Act (GNCTD) 1991 was created.

For this, Article 239 AA was added to the constitution, in which detailed information was given about how the government will run here.

This is a short story about the formation of a Union Territory from the state of Delhi and then the National Capital Territory.

What is new this time in Parliament?

Everything went well except for a few occasions from the year 1991 to 2013. Many Chief Ministers came to Delhi, sometimes from BJP, and sometimes Congress leaders became Chief Ministers.

Many governments made many promises to give full statehood, but the work went on through the GNCTD Act in Delhi. To implement this, new business rules were also formed in 1993.

Now the central government came to Parliament with amendments to the same 1991 GNCTD Act.

The Union Home Ministry introduced a new bill from the Parliament, the Delhi National Capital Territory Government (Amendment) Bill, 2021, which was passed by both the houses on Wednesday.

The Delhi government alleges that this bill gives more powers to the Lieutenant Governor (LG) of Delhi. Whereas the Central Government argues that this amendment bill removes the discrepancies present in the 1991 Act.
